BOSTON, Mass.This morning, WBUR published an investigation into Congressman Seth Moulton’s stock trades and his access to exclusive, pre-IPO private investments “not available to average investors” – deals that have already made him millions and stand to net him millions more once those companies go public.

Voters still do not know the full extent of Congressman Moulton's investments because he has yet to publicly release either his tax returns or his financial disclosure report. Instead, he sought extensions for both, delaying the release of key financial information until August at the earliest – after mail-in ballots will already be in voters' hands.

Only after facing public scrutiny did Congressman Moulton promise to release his tax returns and financial disclosures. Rather than committing to a specific date, he has offered only a vague assurance that the documents will be released sometime “before the primary.”

“Most Massachusetts residents don't get invited into exclusive private investment deals that generate multi-million-dollar windfalls. But then again, most residents don't sit on the House Armed Services Committee, where they oversee the defense industry,” said Gerente de Campanha Eleitoral para o Senado de Markey, Cam Charbonnier. “It's no wonder Congressman Moulton has been so reluctant to provide voters with a complete picture of his finances. If this article shows what is already publicly available, one can only imagine what else is in the records he's spent months keeping from voters.”

What WBUR found

  • While serving on the House Armed Services Committee – which oversees defense policy and spending – Moulton “amassed holdings worth at least $1 million in startups tied to the defense sector,” and their value has “risen sharply.”

  • His stake in Oura, whose largest customer is the Defense Department, grew from $100,000–$250,000 in 2021 to between $1 million and $5 million in 2024

    • Oura now carries an $11 billion valuation and has filed for an IPO – so the payday isn’t even over.

  • He also holds stakes in an AI firm “selected last year as a partner for a U.S. Army program” and in Divergent Technologies, a defense manufacturer that “announced this month it would help produce Tomahawk missiles.”

And his own story doesn’t add up:

Moulton’s campaign told WBUR the investments posed “no conflict” and called Oura “fundamentally a wellness company” – then, in the same statement, announced he is “in the process of voluntarily placing these assets into a blind trust” and will recuse himself from votes affecting Oura, webAI and Divergent.

The reversal arrived only once he started running for Senate. In September 2025, Moulton issued the following statement: “I cannot recuse myself from my constitutional duty to vote on matters coming from the House, including those that may impact Divergent Technologies.” 

But as reported in today’s WBUR story, Moulton is changing course and “will recuse himself from any congressional votes that could benefit Oura, webAI or Divergent Technologies.”
