Before Second Primary Debate, New Revelations Expose Seth Moulton's Insider ‘Sweetheart Deals’ in Defense Companies

The American Prospect: “None of these funding rounds needed Moulton’s money. Rather, they were opportunities to let him in on a sweet deal… He has already profited handsomely, and if he owes a favor, the favor is still owed.”

BOSTON, Mass. – Hoje, A perspetiva americana published “Seth Moulton’s Sweetheart Deals,” a new investigation detailing how Deputado Seth Moulton made millions while serving on the House Armed Services Committee through exclusive private investments made possible by his campaign donors in defense companies – deals that “were simply not available to ordinary arm’s-length investors,” according to the media report. 

“Seth Moulton’s political donors provided insider access to private investments that working families in Massachusetts will never be offered, using his time in Congress to turn public service into a private fortune” said Jonathan Ng, communications director for the Ed Markey for Senate campaign. “He has so far failed to keep his promise to establish a blind trust after his sweetheart dealings came to light, and now his former chief of staff is on the payroll of the company raking in millions for him. A perspetiva americana said it best: he has ‘already profited handsomely, and if he owes a favor, the favor is still owed.’ Tonight, Congressman Moulton will be standing on a debate stage. He can start by telling Massachusetts voters what that favor is.”

What the Prospect found

In 2023, while serving on the House Armed Services Committee and its Strategic Forces subcommittee, Moulton made “two separate purchases” – of $50,000 to $100,000 each – in the company that launched defense-AI firm webAI. 

His most recent personal financial disclosure values those holdings at up to $10 million. The company is “well positioned itself to profit from a new set of AI procurement provisions written into the most recent National Defense Authorization Act” – provisions that “were supported by Moulton and came out of the subcommittee on which he serves.” 

webAI has since hired five senior people directly from the defense establishment, including Moulton’s first chief of staff, now the company’s head of policy. It is the same pattern across his portfolio: Oura Health, purchased in March 2021 for $100,001 to $250,000 and now worth $1 million to $5 million – with IPO paperwork filed in May – and Divergent Technologies, at $115,000 to $250,000. As the investigation reveals, none of these funding rounds needed Moulton’s money: in both the Oura and webAI rounds, he “contributed well under 1 percent of the total.” These were not investments. They were clearly favors.

Seth Moulton’s access to private equity deals

“One intriguing question is who facilitated these lucrative investments for Moulton,” the Prospect writes.

The Prospect’s reporting found that it was David Shuman – son of Stanley Shuman, one of Moulton’s earliest political backers from his first campaign in 2013. David Shuman’s private-equity firm, Lateralus Holdings, “appears to have only six investments, three of which are webAI, Divergent Technologies, and Oura Health.” Shuman chairs the board of Oura and sits on the board of webAI. The Shumans “have continued to be major supporters of Moulton over the years.”

Reporting shows no blind trust yet, despite Seth Moulton’s promises

Asked directly how Seth Moulton gained access to these privileged private placements – and whether David Shuman played a role, the Moulton campaign “did not answer either question.” 

The blind trust Moulton promised when questions first surfaced? “That has not yet been done. Nor has Moulton ever used a blind trust in his more than ten years in Congress,” according to the Prospect. 

A blind trust is defined as “a legal financial arrangement where an independent person or company manages someone's assets, and the owner has no knowledge of or control over the investments. This setup stops conflicts of interest.” Congressman Moulton is unable to establish a blind trust since he already knows what assets would be rolled into it.
